Today, Representative Malinowski joined House Leadership in unveiling a comprehensive framework for overhauling and modernizing our nation's infrastructure, the first step towards passing a major infrastructure bill this year.

The framework would designate funding for infrastructure projects of regional and national significance, reducing the discretion that the Secretary of Transportation currently has to block vital projects like the Hudson River Tunnel. It thus represents a significant step forward in making an infrastructure project vital to New Jersey's economy a reality. It makes essential investments in Amtrak's Northeast Corridor and dramatically increases funding for passenger rail systems; enables our roads and bridges to be brought into a state of good repair; includes incentives for projects to reduce carbon pollution and utilize green infrastructure; makes transformative investments in airport infrastructure and aviation safety; and ensures full utilization of the Harbor Maintenance Trust Fund.

"I came to Congress to get something done about the struggles New Jersey commuters face getting to work and about our nation's shameful underinvestment in infrastructure," said Congressman Malinowski. "Today, we took the first step towards a bill that will bring back federal support to our state and show Americans that our government can still build great things."

Among other provisions, the framework:

-Modernizes our infrastructure with new funding to address the most impactful projects and bottlenecks that affect local regions and the national transportation network.
-Invests in reducing carbon pollution from the transportation sector and improving the resilience of infrastructure to withstand the impacts of climate change.
-Increases funding for transit agencies to add new routes and provide more reliable service, encouraging viable public transit options and fewer single-occupant cars clogging highways.
-Expands our passenger rail network, giving travelers a reliable, low-carbon option to travel both short and long distances.
-Supports airport investments to meet growing passenger demand and advances FAA's airspace modernization efforts to make air travel safer and easier.
Funds building new, modern clean water and wastewater infrastructure by investing $40 billion in the Clean Water State Revolving Fund, to address local water quality challenges.
Helps communities affordably address local sewer overflow and storm water infrastructure needs, preventing pollution in local rivers and waterways, and disruptions to service.
Addresses the impact of severe weather events by tackling the backlog of Army Corps' projects designed to protect communities at risk of flooding, to enhance community resiliency, and to enhance national, regional, and local economic growth.
Protects American lives by funding implementation of a Next Generation 9-1-1 system that will allow people to call or send texts, images or videos to 9-1-1 to help first responders and emergency personnel better asses the nature of an emergency and reach people in need.
Enhances public safety by providing additional funds to states under National Highway Traffic Safety Administration and Federal Motor Carrier Safety Administration programs.
Creates family-wage jobs with Davis-Bacon protections to ensure that workers are paid local prevailing wages on public works projects.
